Community Revitalization and Urban Renewal

Adhering to principles of integrity, pragmatism, and fairness, BES is dedicated to the reconstruction of aging apartments and salt-contaminated buildings. To date, BES has successfully integrated and renewed the Yanshou Public Housing community in Songshan District and the Chenggong New Town community in Nangang District, Taipei City, encompassing a total of 700 salt-contaminated buildings, setting a benchmark for urban renewal.

BES is also advancing the Formosa Plastics Building Urban Renewal Project, undertaking block-level urban redevelopment to revitalize urban functions and create a modern new cityscape.

Since 1970, BES has actively engaged in the development of industrial parks across Taiwan and has completed 37 industrial parks to date. Through the construction of essential public infrastructure, land leasing and sales, and investment attraction, BES has contributed to local industrial development and employment opportunities. Currently, BES's major development projects include the Changbin Industrial Park (Xianxi Area and Lunwei Area) and the Yunlin Industrial Park.

The development of industrial parks and investment attraction not only directly drive economic growth but also have significant direct and indirect impacts on local industrial clusters, employment opportunities, and population growth. Through the provision of comprehensive public infrastructure and proactive investment promotion, BES attracts a wide range of industries to establish operations, further advancing sustainable economic development.

The primary industry focus in this region is metal product manufacturing. A dedicated Metal Surface Treatment Zone (Electroplating Zone) has been established to attract related industries and foster industrial clustering. As of 2025, there are 397 metal product manufacturers located in the Changbin Industrial Park, accounting for 38% of the industry in Central Taiwan, and the number continues to grow. In addition, BES works closely with the Changhua County Government and the Central Taiwan Office of the Ministry of Economic Affairs to assist illegally established local factories in relocating to industrial parks, with a cumulative total of 25 factories relocated by 2025. Through regulations governing process wastewater, air pollution, and waste emissions within the park, environmental impacts are minimized while supporting the development of green industries.

BES will continue investing in the infrastructure of the Changbin Industrial Park, enhancing public facilities to attract more enterprises to establish operations. Over the next three years, BES plans to invest an additional NTD 5 billion to further strengthen industrial park development, stimulate local economic growth, promote industrial innovation, and support the long-term sustainable development of local industries.

In addition to investing in industrial park infrastructure, BES actively supports investment attraction activities within local industrial parks. Working in cooperation with the park administration, BES promotes investment opportunities in the Xianxi District and Lunwei District of the Changbin Industrial Park, attracting domestic small and medium-sized enterprises and contributing to local economic development and investment growth.

In 2025, a total of 14 companies announced land purchases within the park. Among them, Phase 1 of Lunwei West 2nd District achieved a 100% sales rate, generating approximately NTD 7.6 billion in investment for the Changbin Industrial Park. These investments are expected to create more than 700 employment opportunities and generate over NTD 3 billion in annual economic value in the future.
