Before developing any construction sites, BES conducts community impact assessments and environmental identification procedures, establishing a management system in accordance with ISO 14001:2015 standards. All development projects require pre-construction briefing sessions, covering 100% of projects. In 2024, we held 30 community engagement events for urban renewal projects. In response to feedback from these briefings, BES adjusts construction plans where feasible. This includes measures like controlling construction hours, environmental monitoring, and pedestrian pathway planning, thereby strengthening trust and consensus with residents. For public construction projects, the owner conducts the environmental assessment, and BES proceeds with construction only after all relevant regulations are met. For private construction projects, we conduct neighboring property assessments, traffic impact assessments, and hazard impact assessments, among others. As of the end of the reporting year, our operations and construction sites in 2024 were assessed as having no significant negative impact on their respective communities. We received no reports of major community impact events (such as protests or formal complaints) recognized by regulatory authorities. BES will continue to uphold its "good neighbor" principle, fostering positive community relationships while ensuring both construction safety and environmental quality.
1.Environmental Impact Identification and Assessment
To effectively meet environmental management requirements, BES headquarter's Occupational Safety and Health Center oversees all Engineering Projects. Every project must comply with ISO 14001 environmental management system standards, which helps increase participant adherence to environmental regulations and reduces the frequency of fines due to environmental deficiencies. Assessment personnel (or team) conduct a comprehensive identification and evaluation of direct and indirect environmental aspects. This includes considering office operations, construction materials used, suppliers, stakeholder groups, engineering contractors, construction execution, project acceptance to waste disposal capabilities, energy and resource utilization, and future development. The goal is to achieve continuous improvement and ensure compliance with environmental regulations. BES also performs construction and ecological reviews in accordance with regulations to ensure comprehensive environmental protection measures are in place and to minimize potential impacts.
2.Community Communication
Before commencing public construction projects and urban renewal cases, BES conducts stringent site selection processes and holds pre-construction briefing sessions. These sessions inform neighboring residents about the overall construction plan, fostering mutual communication and coordination to build strong trust. If residents have suggestions during construction, they can reach out via contact numbers or face-to-face discussions. In 2024, BES held a total of 30 urban renewal briefing sessions, demonstrating our commitment to urban renewal and public service. To rebuild homes that better meet market demands and offer stability for landowners, BES has successfully completed two " salt-contaminated building" urban renewal projects in the Minsheng Community of Songshan District, Taipei City. Two more projects are currently under construction, as we continue our dedication to reconstructing old and salt-contaminated residences, providing more secure and quality homes for landowners and nearby residents. Furthermore, for projects such as the Formosa Plastics Building Urban Renewal and New Construction Project, environmental management is a priority from the outset. This includes planning construction routes, implementing environmental protection measures, controlling construction hours, setting up environmental monitoring systems, and managing vehicle access. In July 2024, a pre-demolition permit construction briefing session was held to explain the project overview and related plans.
3.Rigorous Development Site Selection Process
For all construction projects, BES follows a rigorous process to ensure comprehensive risk assessment during site selection:

BES actively responds to the United Nations Sustainable Development Goals (SDGs) and the Taiwan Sustainable Development Goals set by the Executive Yuan's National Council for Sustainable Development through concrete actions. Before initiating any construction, we conduct rigorous development site selection and hold pre-construction briefing sessions. This allows us to choose suitable objectives and identify opportunities to simultaneously promote social prosperity and good neighborly relations during construction. We also focus on community development and local needs to collectively achieve SDG 3: Good Health and Well-being, and the broader goals of sustainable development.
