Early 1960s:The “Industrial Development Investment Research Group”, established by the Council for United States Aid under the Executive Yuan (also known as the CUSA) , was responsible for formulating development plans.
June 1963:The first demonstration industrial park in Liudu (Keelung) was completed.
1959-1969:CUSA and the Council for International Economic Cooperation and Development (CIECD)were responsible for planning and promotion. The Taiwan Provincial Construction Department and Taiwan Land Development Corporation were responsible for undertaking industrial park development.
1970:The Ministry of Economic Affairs established the Industrial Development Bureau, which had a specialized unit to handle the planning and management of industrial park development. The “Industrial Park Development Fund” was also established to actively develop industrial parks in Taiwan.
1963-1975:Companies applied to change the use of agricultural land adjacent to industrial parks for further expansion, resulting in a total of 7,992.2 hectares being converted. This indicated that the conditions set by the government for designating industrial park locations were not meeting the needs of new manufacturing companies. Therefore, companies had to seek additional agricultural land for use to facilitate their production needs.
From three regions covering 247 hectares in the 1960s, the development expanded rapidly. In the 1970s, a total of 41 regions covering 8,520 hectares were developed. In the 1980s, 29 regions covering 3,800 hectares were developed. By the end of 1993, a total of 78 industrial parks covering 13,108 hectares had been developed.
As of 2022, BES has developed 37 industrial parks (covering 8656 hectares) for 6000 odd manufacturer since entrusted by the government with the their development and rent / sale operation since 1970. BES has been the leader in the development of industrial parks in Taiwan.
