This project is the renovation of the residential buildings constructed by the Taipei City Government in the early years for water source phases two and three. The current conditions of the interior units are small, old, dilapidated, with poor living quality and safety concerns. Since 2001, urban renewal efforts have been underway, but consensus formation has been difficult due to the large number of stakeholders, complex property rights, and funding challenges, making it difficult to initiate the renewal process. In 2018, the Taipei Housing & Urban Development Center(HUDC)joined the community to establish a workstation and assist residents in building consensus. In 2021, HUDC was designated by the city government as the implementing agency and submitted a project plan for business and rights transformation. Through public-led urban renewal with rights transformation, a call for investment was announced at the end of 2022 and a consortium led by Chunghwa Engineering Co., Ltd. was selected as the preferred applicant in April 2023. By participating in public-led urban renewal, a new model of public-private cooperation is being created.
